राजस्थान लोक सेवा आयोग का अभूतपूर्व
इतिहास है। वर्ष 1923 में ली कमिशन ने भारत में एक संघ लोक सेवा आयोग की
स्थापना की सिफारिश की थी किन्तु इस कमिशन
ने प्रांतो में लोक सेवा आयोगों की स्थापना के बारें में
कोई विचार नहीं किया। प्रांतीय सरकारे अपनी आवश्यकतानुसार नियुक्तियां
करने एवं राज्य सेवा नियम बनाने हेतु स्वतंत्र थी।
राजस्थान राज्य के गठन के समय कुल 22 प्रांतों में
से मात्र 3 प्रांत-जयपुर, जोधपुर एवं बीकानेर में ही लोक सेवा आयोग कार्यरत
थे ।
रियासतों के एकीकरण के बाद गठित राजस्थान राज्य के
तत्कालीन प्रबंधन ने 16 अगस्त, 1949 को एक अध्यादेश के अधीन राजस्थान
लोक सेवा आयोग की स्थापना की ।
इस अध्यादेश का प्रकाशन राजस्थान के राजपत्र में 20
अगस्त 1949 को हुआ और इसी तिथी से अध्यादेश प्रभाव में आया ।
इस अध्यादेश के द्वारा राज्य में कार्यरत अन्य लोक
सेवा आयोग एवं लोक सेवा आयोग की तरह कार्यरत अन्य संस्थाऐं बंद कर दी गयी
।
अध्यादेश में आयोग के गठन, कर्मचारीगण एवं आयोग के
कार्यो संबधित नियम भी तय किये गये ।
आंरभिक चरण में आयोग में एक अध्यक्ष एवं दो सदस्य थे
। राजस्थान के तत्कालीन मुख्य न्यायाधीरा सर एस.के. घोष को अध्यक्ष
नियुक्त किया गया ।
तत्पश्चात श्री देवीशंकर तिवारी एवं श्री एन.आर.
चन्दोरकर की नियुक्ती सदस्यों के रूप में एवं संघ लोक सेवा आयोग के
पूर्व सदस्य श्री एस.सी. त्रिपाठी, आई.ई.एस की नियुक्ती अध्यक्ष के रूप
में की गयी ।
वर्ष 1951 में आयोग के कार्यो को नियमित करने के
उद्देश्य से राज प्रमुख द्वारा भारत के संविधान के अनुसार निम्न नियम
पारित किये गये-
1. राजस्थान लोक सेवा आयोग सेवा की शर्ते नियम, 1951 एवं
2. राजस्थान लोक सेवा आयोग कार्यो की सीमा नियम, 1951
लोक सेवा आयोगों के द्वारा सम्पादित किये जाने वाले
महत्वपूर्ण कार्यो एवं उनकी निष्पक्ष कार्य प्रणाली के कारण भारतीय
संविधान में इनका महत्वपूर्ण स्थान है ।
अनुच्छेद संख्या 16, 234, 315 से 323 तक विशेष रूप से
लोक सेवा आयोगों के कार्य एवं अधिकार क्षेत्र के संबंध में है ।
राजस्थान लोक सेवा आयोग की कार्य प्रणाली राजस्थान लोक
सेवा आयोग नियम एवं शर्ते, 1963 एवं राजस्थान लोक सेवा आयोग
(शर्ते एवं प्रक्रिया का मान्यकरण अध्यादेश 1975 एवं
नियम 1976) के द्वारा तय की जाती है ।
Rajasthan Public Service Commission had
a glorious past of nearly 50 years.
During 1923, the Lee Commission had recommended setting
up of a Central Public Service Commission in India,
but it did not give much thought to the need of
establishing similar commissions in provinces.
It was left largely to the discretion of provincial
Governments to recruit and exercise control over their Services, as they
thought proper.
At the time of formation of Rajasthan, the institution
of Public Service Commission existed in only three of the 22 covenanting
states viz. Jaipur, Jodhpur and Bikaner.
The successor administration after the merger of the
princely states promulgated an ordinance on 16th August,1949
establishing the
Rajasthan Public Service Commission Ajmer. It was
published in Raj. Gazette at 20th August, 1949 and it came into effect
from this date.
It provided for the abolition of the PSCs or other
institution performing duties in the nature of those of a PSC in the
constituent states.
The ordinance also provided inter-alia, for the
composition of the Commission, the staff and the functions of the
Commission.
Initially the composition of the Commission was one
Chairman and 2 Members. Sir S.K.Ghosh (also the then Chief Justice of
Rajasthan) was appointed Chairman.
Subsequently Shri DeviShankar Tiwari and Shri
N.R.Chandorkar were appointed Members and Shri S.C. Tripathi (I.E.S),
formerly a member of the
Federal PSC was appointed as Chairman.
In the year 1951, in order to regulate the working of
the Commission, the Rajpramukh issued the following Regulations under
the provisions
of the Constitution of India.
1. The Rajasthan Public Service Commission (Conditions of Service) Regulation,1951 and
2. The Rajasthan Public Service Commission (Limitation of Functions) Regulation,1951.
In view of its important and impartial function, Public
Service Commissions rightly find a place of pride in the Indian
Constitution.
Articles 16, 234, 315 to 323 deal with various functions
and powers of the Public Service Commissions.
The working of Rajasthan Public Service Commission is
also regulated by Rajasthan Public Service Commission Rules &
Regulation, 1963,
Rules framed by the Rajasthan Public Service Commission
for conduct of their Business and the Rajasthan Public Service
Commission (Regulations and validation of Procedure ordinance 1975 &
Act 1976).
